Districts 10 and 11 are the middle of the old city — west of District 3, north of Chợ Lớn — and almost entirely Vietnamese: apartment blocks from the 1960s and 2010s, university campuses, the Phú Thọ racecourse-turned-sports-complex, the Đầm Sen amusement park and the markets engineers actually care about. Since 1 July 2025 old District 10 is Hòa Hưng, Diên Hồng and Vườn Lài wards, and old District 11 is Bình Thới, Phú Thọ and Minh Phụng. No expat scene, low rents, and the best electronics sourcing in the country.

District 11: Đầm Sen park and water park, the Phú Thọ indoor stadium and racecourse site, Lãnh Binh Thăng’s motorbike-parts strip, Lạc Long Quân’s noodle shops and the western edge of Chợ Lớn’s Chinese community around Minh Phụng.
Who lives here
Vietnamese families, students of Bách Khoa and the medical university, Hoa-Chinese families on the District 11 side, and a few Vietnamese-speaking foreigners — teachers, engineers married locally, Chinese and Taiwanese traders. FDI managers rarely choose it; engineers on tight budgets sometimes do because the Bách Khoa neighbourhood is walkable and 15 minutes from District 1.

Housing and rent (USD / month)
- Newer towers (Hà Đô Centrosa Garden, Xi Grand Court, The Everrich, Charmington La Pointe, Res 11, Flemington): 1BR 500–800; 2BR 700–1,100; 3BR 1,000–1,500 — good specs, mostly Vietnamese neighbours.
- Serviced studios near Bách Khoa and Vạn Hạnh Mall: 350–650, often without VAT invoices.
- Old state-built blocks (Nguyễn Kim, Ngô Gia Tự): 250–450, cash, local.
Schools and hospitals
Bệnh viện 115 (public, strong on emergencies and stroke), the University Medical Center and Chợ Rẫy on the District 5 side, Hùng Vương maternity, the eye and ENT public hospitals; private options are Hoàn Mỹ Sài Gòn and the international clinics in District 1 (15 minutes). Food and after work
Sư Vạn Hạnh and Vạn Hạnh Mall for the student food scene, Hồ Thị Kỷ’s alleys for Khmer and Thai street food till midnight, Cao Thắng and Lý Thái Tổ for cơm tấm and bún bò, Lạc Long Quân for Chinese noodles, dozens of cheap coffee shops. Nightlife is local karaoke and beer; District 1 or 3 are 15 minutes.
Engineer’s tip
Nhật Tảo market (Vĩnh Viễn / Nhật Tảo streets, Vườn Lài ward; 07:00–18:30) is Vietnam’s electronics bazaar: passive components, ICs, connectors, cable, soldering stations, power supplies, second-hand oscilloscopes and multimeters, PCB fabrication kiosks, repair specialists and salvage — the Hackaday-famous alleys where a bench lab can be equipped in a morning. Bring part numbers, expect Chinese-origin stock, test before paying, and never rely on it for anything requiring a calibration certificate or a VAT invoice: for that use calibrated rental instruments or the metrology lab setup service. The Lãnh Binh Thăng strip in District 11 is the equivalent for motorbike and small-engine parts.
Risks
- Traffic: Ba Tháng Hai, Lý Thường Kiệt and the Lạc Long Quân / Âu Cơ junctions are among the city’s slowest at 17:00–19:00.
- Flooding is limited but Lê Hồng Phong, Hòa Hảo and streets near Đầm Sen pond in heavy rain.
- Nhật Tảo: counterfeit ICs and recycled components; pickpockets on market days.
- Noise and density: alleys are tight; ask about parking before signing.

Is the “Cambodian market” in District 10?
Yes — Hồ Thị Kỷ market, entered from alleys 374 and 382 Lê Hồng Phong, is the Khmer community market with Cambodian and Thai food stalls open 06:00–18:00 and later in the food alley.
Is District 10 a good place for an expat engineer to live?
For budget and central location, yes: USD 500–1,100 for a modern apartment 15 minutes from District 1. Expect few English speakers and no international schools.
How far is Đầm Sen from District 1?
About 20–30 minutes by car via Ba Tháng Hai and Lạc Long Quân; the park and water park are the usual Sunday outing for families in the west of the city.
