Factory setup equipment checklist for Vietnam (FDI edition)

A new FDI factory in Vietnam needs its measurement, test, tool and safety equipment in five phases: utilities and ESD, incoming quality control, line test, EHS and tool control, then calibration and audit evidence. This checklist lists what each phase needs, what to rent during ramp-up, and what to buy once the line is stable.

Before you start: three Vietnam-specific rules

  • Lead time. Non-stock Keysight, Rohde & Schwarz or Tektronix instruments typically take 6–12 weeks door-to-door. Anything on the critical path for first-article inspection should be rented from local stock or ordered in month 1.
  • Invoices. Every cost must be supported by a Vietnamese VAT e-invoice issued to your entity’s tax code; supplier receipts from abroad do not satisfy local accounting or tax audits.
  • Calibration evidence. ISO 9001 / IATF 16949 auditors will ask for calibration certificates traceable to national or international standards for every instrument that affects product conformity. Rental units arrive with certificates; purchased units need a schedule from day one.

Phase 3 — EHS and tool control

  • Multi-gas detectors, noise dosimeters, lux meters, heat-stress monitors, electrical-safety testers — see EHS equipment.
  • Foam-shadowed tool storage, visual control cabinets and FOD procedures — see tool control.
  • Torque wrenches, screwdrivers and testers with a calibration interval — see torque control.

Phase 4 — Calibration schedule and audit evidence

  • Master equipment list with instrument ID, location, calibration interval, due date and certificate number.
  • Certificates from an ISO/IEC 17025-accredited laboratory for reference standards and product-critical instruments; calibration with traceability statement for the rest. Business services
  • Loaner arrangement for instruments that cannot leave the line — calibration loaner program.
  • Legal verification (kiểm định) for Group-2 measuring instruments under Vietnam’s Law on Measurement (e.g., some scales, flow and electricity meters) — verify which of your instruments are listed.

Rent-first rule of thumb

Rent anything that (a) is only needed for commissioning or NPI, (b) has a purchase lead time longer than your start-up window, or (c) you cannot yet justify at 60%+ utilisation. Convert to purchase later through rent-to-own. Indicative rental price bands.

How early should we order test equipment for a new plant in Vietnam?

Order or reserve rental stock 8–12 weeks before first-article inspection. Non-stock instruments from Keysight, R&S or Tektronix can take 6–12 weeks to land and clear customs.

Can we bring instruments from our parent company instead?

Yes, but they must be imported (duty and VAT apply unless exempt as fixed assets of an incentivised project or an EPE), and their calibration certificates must be traceable and in date for Vietnamese audits. See the import guide.

Which items are most often rented during ramp-up?
