Choose the home after you know the commute. Ho Chi Minh City is a 20-million-motorbike city where 15 km can take 25 minutes at 06:30 and 75 minutes at 17:30; the right neighbourhood for a Hi-Tech Park engineer is the wrong one for a VSIP plant manager. Below are the five areas where FDI staff actually live, the three housing formats, and 2025–2026 rent bands in USD from market reports and agency listings — use them as budget ranges, not quotes.

Market context: Savills put HCMC serviced-apartment rents at about VND 529,000/m²/month (≈USD 20–21) in Q1 2025 with inner-city projects near USD 24/m²; Cushman & Wakefield’s Q2 2025 high-end condominium average was USD 53/m²/month. Renovated units, high floors and river views add 10–30%.
How the lease works
- Deposit 1 month for serviced, 2 months for condos and villas; returned in VND 15–30 days after checkout.
- Currency. Rent is quoted in USD but must be paid in VND at the contract rate; the lease states the exchange mechanism.
- Residence declaration. The landlord must declare you within 24 hours via the immigration portal; without it your TRC application stalls. Put it in the contract.
- Invoice. If the company pays, confirm the landlord can issue a VAT e-invoice (5% rental tax and 5% VAT are the landlord’s obligation, often pushed to the tenant — negotiate).
- Ward name. Since 1 July 2025 the address on the lease must use the new ward (e.g. An Khánh, not “Thảo Điền ward, District 2”); agents are still fixing templates.
- Exit clause. Ask for a 30-day diplomatic clause tied to work-permit refusal or project cancellation; most landlords accept it for FDI tenants.
Engineer’s decision rule
Under 12 months or single: serviced apartment within 30 minutes of the plant. Family with school-age children: Thảo Điền for British/IB schools, Phú Mỹ Hưng for Korean, Japanese and Taiwanese schools, then accept the commute or lean on the company shuttle. Working at VSIP II–III or Mỹ Phước: live in Bình Dương New City, not Saigon. The district pages give commute minutes to each park.

How much should an engineer budget for rent in Ho Chi Minh City?
USD 700–1,300 for a good one-bedroom in Thảo Điền or Bình Thạnh, USD 1,200–2,500 for a family two-bedroom in Thảo Điền, USD 800–1,500 in Phú Mỹ Hưng, USD 550–900 in Vinhomes Grand Park — before utilities and tax.
Serviced apartment or condo?
Serviced for the first 3–6 months or any stay under a year — cleaning, invoices and flexibility are worth the 20–40% premium. Condo or villa for a 1–3-year family posting.
Can a foreigner sign a lease before getting a work permit?
Yes, on a business visa. The landlord files your temporary residence declaration; the TRC comes later and may need the lease as proof of address.
Which areas flood?
Quốc Hương and Nguyễn Văn Hương in Thảo Điền, Nguyễn Hữu Cảnh in Bình Thạnh, Trần Xuân Soạn and Huỳnh Tấn Phát in District 7 and Thủ Đức market are on the city’s flood list. Ask for a top-floor unit or a compound with pumps, and check the street in the rainy season.
Are utilities included?
Serviced apartments usually include water, internet and cleaning; electricity is metered at roughly VND 3,500–4,000/kWh and air-conditioning can add USD 80–200 a month. Condos add a management fee of USD 0.5–1.2/m².
