What’s special in District 3: colonial villas, café streets and Turtle Lake

District 3 is District 1 with the volume turned down: the same French grid of Võ Văn Tần, Nguyễn Đình Chiểu and Trần Quốc Thảo, but villas instead of towers, cafés instead of rooftop bars, and rents a third lower. Since 1 July 2025 the old district is three wards — Bàn Cờ (the central grid around Turtle Lake and the Bàn Cờ market), Xuân Hòa (the villa quarter towards Tân Định and the Nhiêu Lộc canal) and Nhiêu Lộc (the canal-side north-west). Diplomats, architects and Vietnamese professionals like it; engineers who work downtown or at the airport-side offices choose it for the walkable evenings.

Character

Turtle Lake (Hồ Con Rùa) is the meeting point — students, snack stalls, the Notre-Dame spire in view. Around it: the War Remnants Museum, Tân Định church and market, Tao Đàn park across the boundary, the Nhiêu Lộc–Thị Nghè canal walk with its evening runners, and street after street of specialty coffee (Võ Văn Tần, Nguyễn Thị Minh Khai, Phạm Ngọc Thạch). The architecture is the draw: 1930s villas behind tamarind trees, several converted to restaurants and co-working spaces.

Who lives here

Consulate staff, long-stay Europeans and Japanese who prefer the old city, Vietnamese executives and creative professionals. Few plant engineers unless the company office is in District 1 or 3 — but it is the best compromise for a couple where one partner works downtown and the other at the airport-side offices in Tân Bình.

  • Serviced apartments on Nguyễn Đình Chiểu, Trần Quốc Thảo, Lý Chính Thắng: studio/1BR 600–1,100; 2BR 1,000–1,800 — usually with cleaning, internet and invoices.
  • Newer towers (Léman Luxury, Serenity Sky Villas, Sunwah Pearl is across the boundary): 2BR 1,500–2,800.
  • Restored villas (rare, 3–4BR): 3,000–6,000; most are leased as offices or restaurants.
  • Local apartments in older blocks: 400–800, cash, rarely invoiced.

Schools and hospitals

Raffles Medical on Điện Biên Phủ is the district’s international clinic; Family Medical Practice at Diamond Plaza is 10 minutes; Vinmec Central Park 15 minutes; the public Nhi Đồng 2 children’s hospital and Bình Dân are here for emergencies. Food and after work

The city’s best café density — Cộng, The Workshop’s sister branches, Okkio, Là Việt, and a hundred independents. Bánh mì Huỳnh Hoa on Lê Thị Riêng, bún bò on Trần Quốc Thảo, seafood on Nguyễn Thượng Hiền, Japanese restaurants around Lê Quý Đôn, wine bars on Võ Văn Tần. The Nhiêu Lộc canal path is the evening run.

Engineer’s tip

District 3 is where several instrument and automation distributors keep showrooms and where the electronics wholesalers of Nguyễn Thị Minh Khai / Cách Mạng Tháng Tám sell meters, power supplies and soldering gear over the counter. Risks

  • Traffic hotspots: the Nguyễn Thị Minh Khai / Cách Mạng Tháng Tám junction, Điện Biên Phủ towards Bình Thạnh, and the Trần Quốc Thảo school run at 07:00 and 16:30.
  • Flooding is light; Nguyễn Đình Chiểu near the canal and the lower end of Trần Quốc Thảo pond in storms.
  • Old villas: check wiring, damp and back-up power before signing; some are protected heritage and cannot be altered.
